Petition to Stop Jacksonville's Police Pension form investing in Teva - the Israeli Pharmaceutical Company Fueling the Fentanyl Crisis
To the Jacksonville Police and Fire Pension Fund Board,
We, the undersigned members of the Jacksonville community, are writing to demand that the Police and Fire Pension Fund immediately cease renewing its corporate bond investments in Teva Pharmaceutical Industries.
This is not just a political issue; it is a matter of financial prudence and moral accountability.
First, Teva is a bad investment. Your fund is currently under 45% funded — a staggering shortfall that puts our first responders' retirement security at risk. Every dollar matters. Teva carries billions in debt and has been hit with over $5 billion in fines and settlements in recent years for crimes ranging from price-fixing to illegal kickback schemes. They are a serial corporate offender, and their low-grade bonds are a liability, not an asset.
Second, Teva is an unethical corporation. This is the company that helped fuel the fentanyl and opioid crisis that has devastated countless American families. States and cities across the country are suing them for their role in this epidemic. Why would Jacksonville tie our pension fund’s future to a company profiting from addiction and death?
Third, Teva has deep and documented roots in the occupation of Palestine. Teva proudly calls itself Israel’s "national pharmaceutical company", and its founding CEO served in the military during the ethnic cleansing of Palestine in 1948. Today, the company continues to profit from and support the Israeli occupation. By investing in Teva, our city is complicit in that occupation. The majority of Americans do not support sending their tax dollars to prop up this system — and neither should Jacksonville.
There is a growing international campaign calling for divestment from Teva. Pension funds across the globe are dropping them for these very reasons. Jacksonville must join them.
We demand that the Board:

Immediately halt any renewal of Teva Pharmaceutical bonds.

Commit to a full review of all investments for compliance with ethical and financial standards.

Divest from Teva completely and permanently.
